I put an IS tank on my Tourer with no problems at all. The only thing I can think of is to make sure the airbox is completely down which I'm sure you have already.

+1.

The IS tank is exactly the same on the bottom, other than the sending unit.  If it will not go down, you do not have the airbox mounted properly.  I would guess that you do not have some of the rubber hoses properly, ie all the way, down on the intake.  Check on the inside, as that is where they tend to hang up.

Hi thanks for the quick response..I'm curious though...
If they are exactly the same why does the standard tank fit?

If they are exactly the same why does the standard tank fit?

Did you put the standard tank back on?  The mounting is the same.  The only difference is in the height.  The IS tank goes straighter up in the back, and is higher throughout.  The bottom is the same.  Guaranteed.

I have a IS tank on my 97 std.  NO PROBLEMS.  I know of a number of others who have done the same.  NO PROBLEM.

Good luck.  It almost HAS to be the airbox is not down far enough.

One other thing.  There are rubber bumpers on the frame, for the tank to rest on.  Any chance yours are still on the frame, but the new IS tank has them stuck to the tank also?  That would cause a problem.

I really appreciate all this input and plan to take the old girl apart and check on the airbox as you suggested...thanks again for the help.  I'll get back to you later on a let you know.  Everyone I talk to you says it should fit so I guessing you have the solution I am looking for.. I thought it was the tank...
