Judging from the measurements found in this very helpful chart: http://www.sideroadcycles.com/ImportedMotorcycles/ImportHandlebars/StockBarsOne.html it would seem to give me the rotation forward (lower and with less pull-back) that I need while maintaining the width and leverage of the stock bars. Doesn't someone here own a VTX1800C? What do you think of those stock bars?

Definitely lower and not as far back.
What they feel like on the VTX won't be directly comparable to your Valk though. Seating position differences will make the same.
If you need less height and reach, I say go for it.

I put a set of the 1800C bars on a friend's Yamaha Raider last year and it made a great difference to her bike.  I used the website you listed to find the bars that gave the pullback and rise dimensions she needed and the VTX bars were ideal.  I had them machined at a local machine shop and ran the wires internally, just like the stock Raider bars and you can't tell their appearance from factory.  Then I installed all stainless braided lines and cables and finished off with Arlen Ness grips...beautiful upgrade.
