If I recollect, full choke for me is more like 2,000 rpms, but haven't really looked lately. Keep trying additives even though too much can cause havoc with rubber lines deteriotating, etc.. Personally, I wouldn't go a whole can of techron or berrymans B12 (maybe seafoam o.k. since not as strong) to even a full tank of gas, more like 1/2 to 3/4 bottle. I'd hate for you to mess with the carbs, but hopefully someone with a Valk near to you with experience can help you out instead of having to go to a stealer. Sounds like though that may be the plan.

it sounds like jet issues. for the slow jets, after you add the seafoan, techron, berryman's, or whatever-keep the revs below 3000 as much as you can-that is where the slows work and let the additive do it's job. It may take a while but you should see a difference. If it doesn't get markedly better, it's time to do the carbs. Been there -done that (twice on two different valks).

By Wednesday night I'd had enough. I brought it to a local guy who works out of his parents garage. This afternoon he called me to come and get it. Holy cow! What difference. He tore it apart, cleaned everything and checked/tightened the whole bike. Score! It's a beast.

Glad you got your bike back where you wanted it! Did this chap elaborate on what he did specifically? It will help close this thread with some certainty as to our previous speculations?

He took the carbs apart, soaked them, cleaned everything. He didn't have to replace the jets.

These things can be a trick to get cleaned up - sounds like your pedcock may be partially plugged along with the low speed jets. Here is the lazy mans initial attempt to fix - unscrew the idle mixture screws and squirt carb cleaner in each one. Then give them each a shot of air - I use a bent piece of 1/4" copper tube attached to my air nozzle to make the corner. You may wish to pull the tank, drain the gas and clean out or replace the petcock. You will have to make a D ended tool to unscrew the idle screws - a piece of radio antenna works nice and once out I solder an extension on them so I can just adjust with my fingers. I guess on the good side you have winter and hopefully a heated garage so you can get her all clean and running right. If the carbs are not all in sycn and hitting together the bike will stumble off stops and will require some throttle to get moving. Once all clean and in sync - off like a rocket.
