I am bringing my 1999 interstate in for a tune up this week.
I have 7800 miles on it and am looking for advice as to what services I should have done.  I am also curious as to what the average tire change mileage is.

The schedule is in your owners manual. I have my valk with 57,000 miles serviced by the book at the prescribed intervals. As for tire wear, most seem to get between 7 & 8K from the OEM's with replacements going much further. I got 12,000 from a set of Metzelers, 21,000 from Avons, & have 16,000 on my current Dunlop 206 Elite II's ( my favorite so far).

The maintenance schedule should be in your owners manual, and the dealer should have it in the service manual.
I got 10,400 out of my original Dunlops, switched to the Metzelers, I usually get about 15K out of a rear, and 20K out the fronts.
