1. Is $1,200 a decent cost for a good used set of these stock Tourer model saddlebags?

2. Will a full set from a '97 fit my stock (not a "Tourer") Valkyrie?

3. What is a good way to repaint a creme/green sadlebag to a black one?

I have heard of several people buying the set from a trike shop (They take them off to trike a bike) for about $500. You might want to check with some of those companies. There is a trike shop in Amarillo, Texas, who has triked a few Valkyries. They are not a widely known trike company, so others might not have asked them. Try a Google search for them. If I can help (60 miles away), let me know.cool
