2003 valkerie,
we have no spark
and a voltage drop on cranking at coils down to 2.4
on checking trigger i got voltage going up and down in ac mode on digital ohm meter

Is the icm bad and how much shold it cost

Could be a low battery.  When cranking, the starter pulls alot of juice from the battery.  And if the battery is low, there isn't enough power to light the spark plugs.  A classic symptom is that when the starter button is pushed, the starter spins but the bike doesn't start.  Then, upon releasing the button, the engine fires.  My dad's Goldwing did this for a while before it finally just died.

Like Bob said.....   Check the battery first, make sure it has a full charge.
  Also check cables, the ground cable has come loose on some bikes.
