It depends on the bike and the tire. Smaller radius tires won't need the mod, larger radius ones may.

It's not too hard to do - just use a grinder to cut the cage in the middle, break the tabs off, and spray some black paint over it to prevent rusting.

With  55 series tire, maybe not.  With a 60 or 65, yes.  It is the cages that hold the nuts from the fender strut bolts.  They hit a wider car tire.  Easy to take off.

What about all this "nut cage mods" I see on the forum? Do I need to do that to convert to a CT?

I have a 2001 Interstate. I had absolutely no problems putting the CT on. When I compared the dimensions of the CT to the Avon I was removing, the CT looked to be about 1/2" wider (at the very most). It went on no differently than the original.

My 206/60/16 will rub the swing arm when pressure gets below a certain point.
I had a leaking valve stem and noticed rubber residue on the swingarm in the short ride to the fuel station to pump up the tire.
I couldn't tell while riding the bike,I just happened to notice the residue on the swingarm.
Just a heads up for you guys running the lower pressures and carrying a load.
