think 98 standard
can the 2" or 4" riser be put on without having to  change all cables Huh?

Most are easy to simply reroute for more slack.

I put 4" risers on mine last spring and had enough cable all the way around. It was close though and I wouldn't go much taller than that. At least for my interstate, If I had gone much taller, I wouldn't have been able to bring the handlebars back towards me like I wanted them.
